Before rape, Goa MLA ‘bought’ minor girl for Rs.50 lakh

Panaji, May 5 (IANS) Goa’s former education minister and an unattached legislator Atanasio Monserrate, who was arrested by the state police Crime Branch on Thursday for raping a minor girl, had “purchased” the girl for Rs.50 lakh from her aunt and an accomplice prior to the crime, police said on Thursday.

The summary of the first information report (FIR), recorded on the basis of the contents of the girl’s complaint and which was released to the media on Thursday evening, states that Monserrate “purchased” the girl from her aunt and an accomplice in March and raped her subsequently.

Chief Minister Laxmikant Parsekar has termed the accusations against the St. Cruz legislator as “serious” and meriting a thorough probe by police.

Monserrate was formally arrested by the women’s police station officials after he surrendered on Thursday afternoon.

Before stepping into the Crime Branch office to surrender, Monserrate said he was innocent and the victim of a controversy.

“This is a set-up. I am innocent and have nothing to fear. I am being targeted as part of a controversy,” said Monserrate, who was accompanied by his wife and Congress legislator Jennifer.

On Wednesday, Monserrate, also known as Babush, was booked by Panaji police officials for allegedly raping the minor girl.

After the arrest, Superintendent of Police (Crime) Karthik Kashyap told reporters that there was strong evidence against Monserrate to merit his arrest.

“We have strong evidence against Babush for raping the minor girl. We have collected digital, circumstantial and forensic evidence too,” Kashyap said.

Monserrate has been booked on charges of wrongful confinement, causing hurt, detaining against will, rape and relevant sections of the Protection of Children from Sexual Offences Act and the Goa Children’s Act.

Parsekar told reporters that considering the seriousness of the accusations levelled against Monserrate, there needs to be a thorough police probe.

“I feel police need to figure out the genuineness of the case. Let the investigation get completed. Police have been asked to do an in-depth investigation.

“I have been given to understand that the incident did not occur today or yesterday. It happened weeks ago. Therefore, it needs to be investigated properly because he is a public figure,” Parsekar said.

Monserrate was elected from the St. Cruz constituency on a Congress ticket, but was sacked by the party after he started hobnobbing with the Bharatiya Janata Party.

He has been booked in the past for extortion. His son Rohit was also arrested for allegedly raping a minor German girl five years ago, but was later acquitted.

IX and was an Education Minister in the earlier Congress Government is a bad character and his son, Rohit, was accused of raping a German minor. He has been involved in scams and, at one time when he was a Minister, he indulged in some jugglery to permit developers to cut down forests for building five star hotels and holiday resorts presumably for the kick-backs he was offered.

    I do not know why there is no clean up in Indian politics, like minimum qualifications, retirement age, etc. Why are politicians with criminal background allowed to continue in politics? Who are politicians to hike their own salaries and packages?

    Goans speak badly about this bloke called Babush.

    If Congress was a democratic party with right people at the helm of affairs, rather than being run by Sonia Gandhi, who is now trying to groom her son to be a leader and if Dr. Manmohan Singh, had the noble qualities of a Sardar, rather than being a puppet and “haan jee”, things would have been different. I am very surprised that a lady who went to London to study English to take up employment there and was working as a part-time waitress in a Greek restaurant to earn some extra money for expenses, thanks to Rajiv Gandhi’s accidental visit to that place, has today not only become a powerful but also a notorious personality.

    I have had bad opinion of Rajiv Gandhi and he made incredible amounts of money in the purchase of Bofors artillery guns and that is why he was not willing to send a routine telex request asked by the Swedish Government to reveal names of people who got kick-backs, banks details and account numbers and the amounts paid to each of them. Why? Because Rajiv Gandhi was involved. So much for a person who was called Mr. Clean, when he became the Prime Minister.

    Now a days, if you are watching the electronic media, people are becoming aware of the involvement of the top leadership in Congress, including the ex-Air Chief Marshal S.P. Tyagi and his three cousins in compromising the security of the country and the lives of our service personnel, whom I admire a lot, merely to amass incredible amounts. They are more important to me, than Amitabh Bachchan or Sachin Tendulkar or the scoundrels who doggedly want the IPL matches to be played, irrespective of people facing droughts or thirsting for water. Mr. Praveen Pinto, what sort of punishment you would recommend, if these characters are tried and found to be involved. They just do not have defence, other than say that the Government is involved in a witch hunt. Just imagine, two people in Italy have been sent to jails for giving bribes. If you are honest and patriotic, then the least you would want to know the names of all the people who accepted bribes. The way I see these Congress politicians beating about the bush, it reminds me of a phrase that ex-President of America, John F. Kennedy, told probably the Indian High Commissioner after India took over the erstwhile Portuguese territory of Goa, “After talking about peace all the time, with this action you appear like a preacher coming out of a brothel.”

    Tomorrow, you go to buy 20 tables, 120 chairs and other pieces of furniture for the organization you work for and represent. The company selling the furniture says that the total cost comes to Rs. 64,800 and you tell them that I am willing to pay you Rs. 648,000. To any intelligent man, this conveys a lot. As per the electronic media, this is what has happened in the Augusta-Westland helicopter deal and the flying ceiling was reduced from 6,000 to 4,500 metres. How can the cost of arms purchases escalate that many times. Abhishek Singhvi, during a panel discussion on the electronic media said, “People are not eating grass,” but having said that they keep fooling the common people.

    Narendra Modi may be communal, a religious and Hindu fanatic, but you cannot accuse him of being corrupt. At the age of 55 years, he bought his house. Though he has risen in politics, he has not helped his family in any way and his mother is still staying with his brother. Can you say that of Sonia Gandhi, presumably a mason’s daughter and, as far as her education is concerned, it is an issue of debate? It appears that after marriage and especially after Rajiv Gandhi became the Prime Minister, her family’s fortunes in Italy have drastically transformed.

    I am neither an admirer of Sonia Gandhi or Narendra Modi, but have said that the latter has some good qualities. In spite of his many failings, he is any day a dynamic Prime Minister, when compared with Dr. Manmohan Singh, who did not have any connect with the people. By his very silence in all scams and irregularities in arms purchases, though he was very much aware, he is an acessory in crime.

    I would like to take a moment to appreciate highly talented reporter who has carefully managed to avoid any reference to kaangress in the report. After all, the fact that this ‘kaamanna’ is an ex-kaangress minister is highly irrelevant in the eyes of these geniuses. The only thing that matters is if this MLA had any connections to ssanaarhana groups. Long live indian journalism.
