Court accepts closure report in case against Kirori Mal ex-principal

New Delhi, Aug 26 (IANS) A Delhi court has accepted a closure report filed in a case against Kirori Mal College’s former principal Bhim Sen Singh for allegedly misusing University Grants Commission funds granted for upliftment of OBC students.

CBI Special Judge Narottam Kaushal on Tuesday accepted the closure report filed by the probe agency after perusing investigation report as well as voluminous documents, favourable reports submitted by committees and sub committees on behalf of UGC and General Body of Kirori Mal College, duly explaining details of property and expenditure made by Bhim Sen Singh.

“Considered in the light of observations and conclusions arrived at by the investigating officer, I am of the opinion that material on record would clearly afford reasons to accept the closure report. Accordingly, the same is accepted,” the judge said.

A first information report was lodged against Bhim Sen Singh at Maurice Nagar Police Station last year under various charges dealing with cheating, criminal conspiracy, criminal breach of trust by public servant and under the provisions of the Prevention of Corruption Act.

The FIR was lodged on a complaint by a man named Rohit Yadav alleging that Bhim Sen Singh had misused public money released by the UGC during 2009-2012 by violating the rules, procedures and regulations.

It was alleged that funds were withdrawn from the college account in the name of infrastructure construction but no such work was initiated at any stage and even the funds released by the UGC for OBC expansion work were misappropriated by showing extra payments made to the builder without completion of construction work.

Delhi Police gave a clean chit to Bhim Sen Singh stating in the closure report that as per the reports of all the three committees set up to enquire into the allegations, Bhim Sen Singh was not found to be responsible for the discrepancies and misappropriation of funds.
