Bangalore: India not Ready for Anti-Graft Political Outfit: Hegde

Bangalore (PTI):Former Supreme Court judge N Santosh Hegde says a political party floated purely on the anti-corruption plank will not succeed in elections at this stage as money power and diversity play a role.

Hegde, a former Karnataka Lokayukta, who has distanced himself from erstwhile Team Anna's decision to start a political party on October 2, said cultural, linguistic and religious diversity play a part in elections.

"It's not as if everybody looks at (elections) only from democratic point of view", he told PTI here. "People (sections of them) have got used to money being spent on them (in elections). It will take quite some time before we can change electoral attitude of the voters".

While anti-corruption plank is a good ground to fight elections, he is not sure whether one can taste electoral success only on that issue in the next 10-12 years.

Hegde, a key member of the Team which was disbanded by its leader and social activist Anna Hazare recently, maintained that he is opposed to the idea of floating an all India party which is not "a child's play".

"To find 543-plus candidates for Lok Sabha elections is going to be a tremendous effort..", he said. While getting candidates in all constituencies would not be a problem as some people would definitely apply because of Anna Hazare's reputation, "what sort of people will apply is the question".

And how will they canvass without necessary infrastructure? Hegde asked.

Indicating that the proposed political party of erstwhile Team Anna may not succeed, Hegde said one should learn from history, as he referred to Swatantra Party and Praja Socialist Party which did not last long.

"If you want to bring about a change, it may have to be within the system itself", Hegde said.

He argued that instead of starting a political party, the erstwhile Team Anna should have approached the issue in a "much tactical manner" -- they could have fielded candidates in 10-20 constituencies where they had substantial support and sent them to Parliament. "It will make a lot of difference".

"But then there are people who want quick results, that's a problem", Hegde said, in a apparent dig at some members of Team who are bent on floating the party.

But he stressed that in today's context, the elected representatives do not care for views of the people. "Today, which people's representative carries people's views into Parliament? Nobody does it".

On BJP leader L K Advani pitching for fixed terms and simultaneous elections to the Lok Sabha and state assemblies, Hegde said: "I agree with him because of the fact that expenses will be much less and national waste of time will be much less. On that practical point of view, I agree".

Part 1 of 20: A Law unto oneself:

A law should be respected, not for fear of its impact on Jurisprudence, application, legislation or enforcement, but for its reasoning in maintaining the respect and livelihood of Homo sapiens or in simple terms oneself. The LokPal bill or the Jan LokPal bill are just one of the acts and laws(to be promulgated) that may circumscribe the Indian subcontinent without promising to deliver the goods (I refer the both as they emphasize the need of the hour). A stick without carrot is what it's destined to be, lacks inspiration, motivation nor fear. its just another loophole that has to be circumvented. IPC or other behemoths rarely dent the criminal mind.

The anti corruption stand is now a paradigm shift, a shift from comfort to a shift to progress of one's mind. don't Blame others, pressurize yourself. a Speech long ago by the former President of India APJA Kalam sets a tone which I need not reiterate for the sane mind.

This 20 part series is not just a blog but a probable blue print for a resurgent India. Team Anna have failed in resorting to start a political party, its for the sane Indian to rise to the occasion.

It is interesting to see how he shows his hatred towards NDA, BJP and a 'fake fakir' before inviting everyone to "bury their political and religious differences"!!! Smiles...

Indian politics cannot get better unless more decent people get into politics.

I do not agree with Santosh Hegde at all. Just protesting will never work. Nor can you ever change the character of an party by protesting. We supported BJP for change, look what has happened to the BJP.

Team Anna should field decent candidates who might get alteast 10-15% of the vote of people who want decent clean politicians. Team Anna is right, Santosh Hegde is wrong.

The whole campaign against corruption has taken a new turn and yes Justice Hegde is correct. the Anna stand is just another political party.

True to his expertise, one cannot gerrymander the public with just corruption alone. there are other soci-economic issues that play a major part.

The carpet has been pulled under the NDA and its biggest farce the BJP. they now have to deal with the paradigm shift from a piggy back ride to political pressure. now they have to deal with the fake fakir who will be pulled up for illegal gains on his concoctions.

Corruption is a cancer and it cannot be fought with hunger or threat alone. The cure for it has to grow over the cancer, snare it and throttle it, as gently and covertly as the adversary took root. you can't beat a tumour to cure the patient, nor have a dialogue with malignancy or do nothing about it either. the approach should be as cunning and devious as the schemes that cause it.

I invite all on this forum to bury your political and religious differences and participate in this cure for this cancer called corruption in the coming days.
