Capt. John P. Menezes to Address ICMA XXIII in Singapore

Mumbai: Capt. John P. Menezes FNI FICS, Chairman of the Mission to Seafarers Association of India, Mumbai, and Immediate Past Chairman of The Institute of Chartered Shipbrokers, Madras Branch, Chennai, has been selected as one of five speakers from India to present at the International Congress of Maritime Arbitrators (ICMA) XXIII. The prestigious event is scheduled to take place at the Shangri-La Singapore from March 22nd to 27th, 2026.

ICMA serves as a prominent global platform for maritime and commercial arbitrators, legal experts, and stakeholders in the shipping industry. The congress facilitates insightful discussions, promotes knowledge exchange, and encourages professional collaboration within the maritime sector. ICMA provides a crucial environment for dialogue within the international maritime arbitration community, fostering reflection on responsibilities and developing standards that will shape maritime dispute resolution in the future.

Capt. Menezes will present a paper titled ‘HONG KONG CONVENTION 2009 AND INVENTORY OF HAZARDOUS MATERIAL (IHM) AND UNCLOS HIGH SEAS TREATY, CONFLICTS, CHALLENGES AND EMERGING MARITIME REGULATION’ during the concurrent session on ‘Pollution, Decarbonisation and Regulation’ on March 26th, 2026. His presentation will address critical issues arising from the Hong Kong Convention 2009, which addresses the recycling of ships and entered into force on June 26th, 2025, and the United Nations Convention on the Law of the Sea (UNCLOS) High Seas Treaty, effective from January 17th, 2026, in relation to the UN Sustainable Development Goals of 2015.

This is not Capt. Menezes’ first contribution to ICMA. He has previously presented papers at ICMA XVII Hamburg in 2009, ICMA XIX Hong Kong in 2015, ICMA XX Copenhagen in 2017, and ICMA XXII Dubai in 2023, demonstrating his sustained engagement with the international maritime arbitration community.

Capt. Menezes is a practicing Maritime Arbitrator, Expert Witness, and Marine Consultant from Mangaluru. He also serves as a member of the Education and Training Committee (ETC) of the Institute of Chartered Shipbrokers International. His participation in ICMA XXIII underscores his expertise and contributions to maritime law and arbitration.
