GRE demands that the NCSCM should be Immediately Dropped

Goenchea Raponkarancho Ekvott (GRE) demands that the National Centre for Sustainable Coastal Management (NCSCM) should be Immediately Dropped

Panjim-Goa: Goenchea Raponkarancho Ekvott Olencio Simoes stated that the Goa Coastal Zone Management Authority has mocked the people Goa by holding the Taluka level presentation on same unchanged Draft CZMP maps, the GCZMA is trying to regularize the wrong doing of The National Centre for Sustainable Coastal Management(NCSCM) rather then black listing and recovering the 2 crores given to them to prepare the maps.

Olencio said that it was The GCZMA who had postpone the public hearing which was scheduled to be hold on 7th July as The National Centre for Sustainable Coastal Management (NCSCM) failed to preparing the Coastal Zone Management Plans as per the guidelines laid by the CRZ notification 2011,but shamelessly the GCZMA is hold taluka level presentation without making even a single change in the maps.

The GRE demands that the NCSCM should be immediately dropped ,as the NCSCM have consistently proven guilty for not preparing the CZMP as per the guidelines, but also proven guilty in several the cases as their reports were struck down by the High Court of Bombay too. therefore the government should only appoint the National Institute of Oceanography (NIO),Goa University and Water Resource Department(WRD) to prepare the Coastal Zone Management Plans(CZMP) as the CRZ notifications 2011 in Para 5 clause (ii) gives clear liberty to the state to appoint the reputed and experienced scientific institution .

Agnelo Rodrigues – President stated that The Prime Minister Narendra Modi has formed the Jal Shakti Ministry due to water crises in several cities of India and the same water crisis we have been facing in Goa too , as the Water Resources Department (WRD) had asked mine owners to pump out water in the rivers that feeds reservoirs like Opa water supply and Selaulim Dam. Due to this urgency the Prime Minister in his first edition of ‘Mann Ki Baat’ radio programme has appealed at the citizen to work towards water conservation, but unfortunately several water bodies, Streams, springs, wells, creeks etc which are a source to charge groundwater and also a nursing ground to several marine species which fall in the ambit of Coastal Regulation Zone are not shown in the Draft CZMP maps.

Rodrigues has reminded the government that the fisher folks in 1989 had organized a coastal yatra from West Bengal to Kanyakumari, Tamil Nadu and another group from Kutch, Gujarat to Kanyakumari demanding set of laws to protect the coastal areas and eventually led to the formation of Coastal Regulation Zone (CRZ) Notification but the government has taken for granted as the entire process of preparing the Coastal Zone Management Plans as per the guidelines laid by the CRZ notification 2011 is yet again totally flawed

Agnelo demanded that the Taluka level presentation on Draft CZMP maps should be postponed and only after NIO,GU and WRD prepares a new plan after thorough ground rooting .
