Gujarat forms five-member panel to frame policy on reservation in promotion for employees with disabilities

Gandhinagar: The Gujarat government on Saturday constituted a five-member high-level committee headed by the Chief Secretary M K Das to formulate a policy on reservation in promotions for employees with disabilities in state government services.

The committee has been tasked with examining the legal and administrative framework governing reservation in promotions and recommending an appropriate policy for employees with disabilities, including the percentage of reservation and the measures required for its implementation.

The committee comprises the Chief Secretary as its chairperson, along with senior officials from the General Administration Department (GAD), Social Justice and Empowerment Department and Law Department, as well as the Commissioner for Persons with Disabilities.

The committee was constituted through a resolution recently issued by the GAD under the leadership of the Chief Minister.

As part of its mandate, it will undertake a detailed examination of existing legal provisions relating to reservation in promotions for persons with disabilities in services and posts under the state government.

It will also study guidelines issued by the Central government and relevant judgments of the Supreme Court and various High Courts concerning reservation in promotion for employees with disabilities.

The committee will examine how these legal provisions and judicial pronouncements may apply while framing a policy for Gujarat. A comparative study of policies and provisions adopted by other state governments will also form part of the committee’s work.

Based on this assessment, it will consider what would constitute an appropriate policy for providing reservation in promotions to officers and employees with disabilities in the state government.

The committee will make recommendations on several aspects, including the percentage of reservation in promotions, taking into account the policies followed by other states, existing legal provisions, Centre’s guidelines and judicial pronouncements.

It will also examine the steps required to implement the proposed policy effectively across the state government administration.

The committee has been authorised to seek information and obtain views from any department or office whenever necessary for carrying out its study.

Its proceedings will be completed within the timeframe prescribed by the state government, following which it will submit its recommendations.
