MANGALORE CITY POLICE – CONDITIONS FOR CELEBRATION OF VARIOUS PUBLIC EVENTS AND PROCESSIONS – 2025

MANGALORE CITY POLICE – CONDITIONS FOR CELEBRATION OF VARIOUS PUBLIC EVENTS AND PROCESSIONS – 2025

Mangalore: In view of the upcoming festive season, several public events and processions are scheduled in Mangalore City, including Muharram (06-07-2025), Krishna Janmashtami & Mosaru Kudike (16-08-2025), Ganesh Chaturthi (27-08-2025), Eid Milad (16-09-2025), Navarathri Sharada Mahotsava (22-09-2025 to 02-10-2025), Deepawali (20-10-2025 to 22-10-2025), and Christmas (25-12-2025), among others.

In this regard, and in the interest of public peace, safety, and legal compliance, the following conditions are hereby issued. All organizers seeking permission within Mangalore City Police limits shall strictly adhere to these conditions. Event-specific detailed instructions (routes, timings, sound, etc.) will be issued before each event. Organizers must mandatorily submit their details and contact details of the responsible persons, failing which permission shall not be granted. These persons will be held accountable for any violations of the conditions or incidents, with legal action taken against them.

1. Mandatory Police Permission & Adhere to Timings Restriction: No event or procession shall be conducted without prior written permission from the police and other concerned departments. For private venues, a No Objection Certificate (NOC) from the property owner is mandatory. No procession whatsoever will be allowed beyond 11:30 PM at any cost, and anything beyond that time will be considered as an unlawful assembly. Events must take place strictly at the approved location or route, and any deviation will be treated as unlawful.
Violation: Action shall be initiated under Section 189, BNS, 2023 (unlawful assembly) and Section 92(1), Karnataka Police Act, 1963 (breach of public order)

2. Complete Ban on DJ Systems; Loudspeaker Use Only with Permission & till 10:00 PM: Use of DJs, high-decibel speakers, or similar systems is strictly prohibited. Loudspeakers require prior written permission and must be switched off by 10:00 PM. Noise levels must remain within prescribed limits: 65 dB (commercial), 55 dB (residential), 50 dB (silence zones).
Violation: Action shall be taken under Sections 270 and 223, BNS, 2023 (public nuisance and disobedience), Section 15 of the Environment Protection Act, 1986, Noise Pollution Rules, 2000, Section 31 of the Karnataka Police Act, 1963.

3. Round-the-Clock Security & CCTV Requirement: Organizers shall deploy 24/7 security personnel at the site to protect idols, pandals, and other valuables. CCTV cameras must be installed, and the footage must be preserved for a minimum of 30 days.
Violation: Non-compliance will attract legal action under Sections 31, 34, and 70 of the Karnataka Police Act, 1963 (failure to ensure public order and compliance) and Sections 3(1) and 6 of the Karnataka Public Safety (Measures) Enforcement Act, 2017 (failure to install surveillance).

4. Ban on Hate Speech & Communal Content (both Print and Social Media): No slogans, banners, performances, songs, or social media content inciting hatred, religious insult, or communal disharmony shall be permitted.
Violation: Offenders shall be prosecuted under Sections 196 (promoting enmity), 299 (deliberate insult), and 352/353 (public mischief), BNS, 2023.

5. Crowd Control by Organizers & Compulsory Deployment of Sufficient Volunteers: Organizers must ensure the crowd does not exceed the approved capacity, and adequate volunteers must be deployed for crowd management.
Violation: Failure to comply will lead to action under Section 125, BNS, 2023 (endangering life or safety), Section 92 of the Karnataka Police Act, 1963 (breach of crowd norms), and Section 30 of the Police Act (failure to disclose personnel).

6. Adherence to Structure Height Restrictions and Vehicle Safety Compliance: Heights of pandals, vehicles, and temporary formations shall not exceed legal or MESCOM norms. All vehicles must carry valid RC, fitness, insurance, and PUC.
Violation: Violators shall face action under Section 125, BNS, 2023 (endangering life) and Sections 39 (unregistered vehicle), 130 (failure to produce documents), 192 (no permit), Motor Vehicles Act, 2019.

7. Adequate Fire Safety and Emergency Measures: Organizers must provide fire extinguishers, ambulances, and first aid kits, and avoid placing flammable materials near fire sources. Toxic dyes, banned chemicals, and single-use plastics are strictly prohibited.
Violation: Breach shall invite action under Sections 125 and 287, BNS, 2023 (negligent conduct) and Section 15 of the Environment Protection Act, 1986, along with the Plastic Waste Management Rules,

8. Free Flow of Traffic & Emergency Access: Organizers must ensure free movement of vehicles and pedestrians. Emergency routes must not be blocked, and parking must be arranged in designated areas only.
Violation: Violations will be prosecuted under Sections 126(2) (wrongful restraint), 285 (public obstruction), 194E (obstruction of emergency services), BNS, 2023, and Sections 122, 201 of the Motor Vehicles Act, 2019.

9. No Damage to Property During Setup, Procession, or Wind-Up: No damage shall be caused to public or private property during installation or removal of temporary structures or during processions.
Violation: Violators will be prosecuted under Sections 117/118 (causing property loss), 324/326 (causing hurt), BNS, 2023, and Section 3 of the Karnataka Prevention of Damage to Public Property Act, 1984.

10. Adherence to Event Timings & Police Directions: Full event details, including schedule, participants, and volunteer contacts, must be submitted in advance. Events must strictly follow the timings mentioned in the permission letter, and all police instructions must be followed.
Violation: Non-compliance will lead to action under Section 92, Karnataka Police Act, 1963 (breach of lawful condition) and Section 221, BNS, 2023 (obstruction of a public servant).

11. Zero Tolerance Towards Harassment, Eve-Teasing or Stalking: Organizers must ensure strict prevention of eve-teasing, stalking, or sexual harassment during the event or procession.
Violation: Action will be taken under Sections 74 (sexual harassment), 75 (sexual assault), 77 (voyeurism), and 78 (stalking) of BNS, 2023.

12. Cleanliness and Banner Permissions: No banners/flex boards shall be displayed without approval. All materials must be removed after the event, and the site must be cleaned in coordination with MCC.
Violation: Breach will attract action under the Karnataka Open Places (Prevention of Disfigurement) Act, 1981, Section 196, BNS, 2023 (provoking enmity through messages), Section 15 of the Environment Protection Act, 1986, and MCC SWM Bylaws.

13. Prohibition on Carrying Weapons: Carrying of arms, sharp weapons, or dangerous items is strictly prohibited during any public celebration.
Violation: Offenders shall be prosecuted under Section 25 of the Arms Act, 1959 (unauthorized possession of arms in public).

14. Drone Use Only with Written Permission: Use of drones or UAVs is not permitted without prior written approval from the competent authority.
Violation: Unauthorized drone usage will be prosecuted under Rule 49 of the Drone Rules, 2021 (unauthorized aerial operation).

15. Regulation on Use of Animals: Use of animals in processions or performances requires permission and must follow animal welfare guidelines.
Violation: Violators will be booked under Sections 11 and 22 of the Prevention of Cruelty to Animals Act, 1960 (cruelty and unauthorized performance).

16. No Interference with Police/Official Inspection at Any Time: Police and authorized officers may inspect the venue at any time before, during, or after the event. Organizers shall not obstruct or interfere with such inspections.
Violation: Any obstruction shall lead to action under Section 221, BNS, 2023 (obstructing a public servant).

17. Reporting Suspicious or Illegal Activities: Organizers and participants must report any suspicious activity, false information, or disruptions to the nearest police station or by dialling 112.
Violation: Failure to report or spreading false information will result in prosecution under Section 217, BNS, 2023 (giving false information to authorities).

Non-compliance with any of the above conditions will invite strict legal action under the Bharatiya Nyaya Sanhita, 2023, Karnataka Police Act, 1963, Environment Protection Act, 1986, Motor Vehicles Act, 1988, Information Technology Act, 2000, Juvenile Justice Act, 2015, Arms Act, 1959, Drone Rules, 2021, Explosives Act, 1884, and other applicable laws.
