Mangaluru: 213 Posts Vacant in District Administration – DC Ibrahim

Mangaluru: Deputy Commissioner A B Ibrahim held a review meeting to discuss the 15 Point Programme for minorities, at the DC office here, on July 31.

All the related departments briefed on the schemes and the number of beneficiaries during the meeting.

  • Equitable availability of the Integrated Child Development Services (ICDS) – Aims at development of children and pregnant/lactating mothers from minorities and those living below the Below Poverty Line (India), by providing services such as better supplementary nutrition, immunization, health check-up and free education.
  • Improving access to School Education – Implement various Government schemes like Sarva Shiksha Abhiyan, Kasturba Gandhi Balika Vidyalaya scheme and other similar schemes in villages/localities having a substantial minority communities population.
  • Greater resources for teaching Urdu – Assistance in recruitment and posting of Urdu language teachers in primary and upper primary schools in villages/localities where at least one-fourth belong to that language group.
  • Modernizing Madrasa Education – Provide basic educational infrastructure and resources for the modernization of Madrasa education.
  • Scholarships for meritorious students from minority communities.
  • Improving educational infrastructure through the Maulana Azad Education Foundation.
  • Self-Employment and Wage Employment for the poor – Earmark certain percentage of Swarnajayanti Gram Swarozgar Yojana scheme for minorities.
  • Upgradation of skill through technical training – Open new ITIs in areas predominantly inhabited by minority communities and upgrade some ITIs to ‘Centres of Excellence’.
  • Enhanced credit support for economic activities.
  • Recruitment to State and Central Services.
  • Equitable share in rural housing scheme – Earmark certain percentage in Indira Awaas Yojana for minorities.
  • Improvement in condition of slums inhabited by minority communities – Implement Integrated Housing & Slum Development Programme and Jawaharlal Nehru National Urban Renewal Mission in minority populated regions.
  • Prevention of communal incidents.
  • Prosecution for communal offences.
  • Rehabilitation of victims of communal riots.
  • National Rural Drinking Water Programme (NRDWP).
  • Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT).
  • Urban Infrastructure and Governance (UIG).

Some officers were present in the meeting without any preparation. DC Ibrahim said that there is no proper information about the schemes and the number of beneficiaries. He advised the labour officer to identify the dropouts as well as the ration card holders in the district.

Assistant Labour Commissioner Nagesh said that there are 38,000 registered construction workers in the district. Their membership will be renewed once in three years. Registered construction worker will get Rs 50,000 for marriage, Rs one lakh for accidental death and medical expenses accordingly.

DC said that a separate meeting will be called for builders, city corporation officers and the labour department to discuss the issue of construction workers in the district.

Later addressing the mediapersons, DC Ibrahim said that there are 213 vacant post in the district. Absence of officers in important posts has affected the quality and efficiency of the district administration. The district administration at present is operating without an MCC Commissioner, Deputy Commissioner of Excise, Deputy director food and Civil supplies department, Joint director, department of Industries and commerce, Project Director DUDC Mangaluru, Assistant commissioner, election section, DC office, Assistant commissioner Endowment department, Principal, district training institute, District officer, Minority welfare department, District officer, Backward classes welfare department, project co-ordinator integrated tribal development program (ITDP), Assistant Director, Kannada and cultural departmnent, Assistant director of land records (ADLR) Puttur subdivision, Assistant director, Tourism department, district employment officer, Tashildar grade 1 (Mangaluru/ Sullia), Tashildar grade 1 (Bantwal / Puttur), Tashildar grade II (AC office Mangaluru /Puttur), Tashildar grade II (Mangaluru / Puttur) and Tashildar grade II (Sullia / Belthangady).

Out of the 213 vacant posts, 73 posts are those for the minorities. In some hostels, there are no wardens. The concerned authorities should appoint suitable persons for the posts to avoid misuse of the hostels, he said.
