Mangaluru: The following information was given through Power-Point Presentation by Er Dharmaraj during the Engineers’ Day celebration held at Hotel Ocean Pearl. Er Dharmaraj-is Proprietor of Dharmaraj Associates being in-house architectural / Technical firm for MCPL.

WHY SMART CITY

Studies Say “In the near future, cities will account for 90% of the global population, 80% of the wealth creation and 60% of the total energy consumption.”

WHAT IS SMART CITY

“A Smart City Is A Credibly Safe, Clean and Green City, Which Is Economically Strong & Culturally Vibrant “

Characteristics – Economy, Mobility, Governance, People, Environment & Living Sustainability – Social, Cultural & Economic

Comprehensive Development – Physical, Social, Institutional & Economic Infrastructure

“A SMART CITY IS AN ATTRACTIVE CITY TO LIVE, WORK & VISIT”

Two types of smart cities are developed

“Green field Smart City” – city developed on virgin/ undeveloped land

“Brown field Smart City” – Retrofitting and redevelopment of an existing city

The Smart City mission of the Central Government is to develop an existing Brownfield city into a smart city with PAN city Projects and Area based developments (Retrofitting, Redevelopment & Green field development)

Mangaluru has been selected as one of the 100 cities eligible to be developed as Smart Cities; 20 cities shall be selected to become SMART CITIES in the I Phase Smart City Proposal ( SCP) has to be prepared and submitted for “SMART CITY CHALLENGE” to get selected as Smart City in the I Phase; A Special Purpose Vehicle(SPV) shall be created for implementation of Smart city proposals; The SPV (limited company)would be headed by a full time CEO and nominees of central government , state government & ULB on its Board; SPV will be promoted by state and ULB having 50:50 equity share holding. Private sector / financial institutions could be considered for taking equity stake in the SPV.

ASSESSMENT OF THE 24 FEATURES OF SMART CITY

The features of the Smart City shall be assessed in the following manner

– Current scenario for city for each of the features (qualitative assessment of city with quantitative indicators, if available)

– Current scenario for retro fitting and redevelopment areas for each of the features.- Project the scenario to be achieved for each of the features( for City level, Retro fitting area, Redevelopment area & Greenfield development area and state the initiatives undertaken by which the scenario to be achieved in envisaged.

CITIZEN PARTICIPATION

Citizen participation is proposed in the following manner:

– Propagate my gov.in, the interactive web portal of MoUD, where MCC would be registered & all the Smart City proposals of Mangaluru & other details of Smart Cities would be available.

– Publicity for Smart City Proposals shall be made through

1) Advertisement.

– Hoardings (100 nos in the city).

– Bus back & auto rickshaw back ads.

– Newspaper ads

– Newspaper inserts.

– Local electronic media ads.

– FM radio ads

2) Weekly press meets by MCC with press release.

3) Newspaper articles.

4) Talk shows & other interactive programmes on local electronic media.

5) Mobile phone apps.

6) Vehicle campaigning.

7) Brochures and folders.

8) Souvenirs.

9) Social media ( mygov.in, twitter, Facebook)

10) MCC website.

11) Face to face Consultation – Conduct interactive meetings at city level, ward level (6-10 wards each, associations (jointly or severely) such as KCCI, construction industry associations, lions/rotary, professional associations, etc.

12) Online Crowd-sourcing and polling – Using MyGov portal, the City Portal or e-MASS portal.

The highlights of publicity would be :

– To understand the concept of developing Mangaluru Smart City & to create awareness of its benefits.

– Invite vision statements of city based on the social, cultural and economic identity of the city and to invite definitions of goals.

– To choose the preferred top 3 Pan City projects & top 3 area based developments.

VISION OF SMART CITY

The following important factors have to be considered for defining a strategic ‘VISION’ that would shape a preferred future for a city.

– Vision should have Economical, Spatial, Social and Environmental dimensions that reflects city’s unique physical and cultural traits.

– Vision should provide direction for the activities of the Municipality, Citizens and Stakeholders.

– Vision should capture what your city can be in future, generally achieved within 10 to 20 years time frame.

– Vision statement should inspire the city’s residents.

– Vision statement can even become the branding for your smart city.

– Overarching Vision Statement (Describe in maximum 50 words)

– How does the Vision Statement relate specifically to the city’s profile and city level Self-Assessment completed during Citizen Engagement (Describe in maximum 250 words)

– How does the Vision Statement include your city’s Economic, Social, Environmental and Spatial components (Describe in maximum 250 words)

– How does the Vision Statement summarise the impact on key aspects- Main Economic activity, Sustainability and Inclusiveness (Describe in maximum 250 words)

DEFINITION OF GOALS

– The sub-goals of the city (linked with National Goals) should be defined based on the Self-Assessment made on the 24 features of the Smart City.

– The Goals should be to provide core infrastructure, to give decent quality of life to their Citizens and to apply smart solutions to improve services.

– The Goals should propose the application of smart solutions in PAN City projects and also identify purposes for each of the area based developments.

– Citizen priorities should become directives for the Goals.

STRATEGIC PLAN

Unlike Metro Cities and State capitals, where economic activities are well established, Mangaluru is only a Tier II city which requires initiatives to drive Economic activities to elevate Mangaluru as a Smart City. Mangaluru with its ‘intellectual capital’ and high potential for developing all types of Economic Growth Centres, is an ideal Indian city to be established as a Global City, yet retain its social and cultural identity.

Mangaluru has the biggest advantage of its manageable size, both in terms of extent and population, to be moulded to any new positive direction; To develop Mangaluru as a Smart Global City, a comprehensive approach of developing all required Physical and Social Infrastructure (using smart solutions) along with the development of potential Economic Growth Centres. The development of Infrastructure and Economic Growth Centres has to go hand in hand.

Public Private Partnership (PPP) model of development is the preferred model for developing the potential Economic Growth Centres and unless proper Physical and Social Infrastructure is made available, Private Developers would not be interested in undertaking projects in Tier II cities like Mangaluru, even if attractive financial models are offered.

6) Sewerage System (including waste water treatment and recycling of waste water)

FUNDING FOR IMPLEMENTING SMART CITY PROPOSAL

• GOI would provide Rs.100 crore each for 5 years (from 2015-16 onwards) towards equity share of ULB in the SPV.

• GOK would also provide equal amount towards its equity share in the SPV.

• Additional funds shall be provide by ULB or from collection of user fees , beneficiary Charges, impact fees, land monetisation, debt , loans etc. and other provisions mentioned in the guidelines including private sector (PPP).

MISSION MONITORING

• Apex committee (AC) at national level

• High power steering committee (HPSC) at state level

• Smart city advisory committee (SCAC) at city level (the CEO of the SPV will be convener of SCAC)

  1. Very interesting and valuable message about the Smart City concept for Mangalore. The potential lies in the creativity and willingness of the people of Mangalore who have abundance of smartness added with an entrepreneurial spirit. Mangalore has all the ingredients to become a Smart and Vibrant City.

  2. Thanks for the report – This gives a much better understanding of the project. I still feel that the idea of ‘smart city’ is quite a stretch when we can’t even look like an average city!! Those who have traveled abroad and visited developed nations know what I am referring to. We will go a long way if we just focus on a tiny portion of this large report – I’ve reproduced it below:
