Mangaluru: The district administration held a press meet to discuss the criteria for the Smart City at the DC’s Office here, on September 30.

Addressing the mediapersons, DC A B Ibrahim said that Mangaluru city is in the list of 100 cities chosen to be the smart cities. “It is the duty of every individual to give their feedback for Mangaluru to be selected in the list of top 20 cities in the first phase for the Smart City. We have held many meetings in this regard but the people are not coming forward to give their feedback.”

October 5 is the last date to send the vision statement and December 15 is the last date to submit the report. “Citizens participation is the main criteria and suggestions can be given at www.mygov.in. Some people have started to give feedback. We have received 320 feedbacks in total; even through Gmail we have received 109 feedbacks. We have put up hoardings in the city. We will circulate pamphlets to every house. We have also started bulk sms so that the message reaches a minimum of 3 lakh people. The district administration has announced Rs 1 lakh for the best vision statement. If we will not receive a suitable statement, we will divide the prize money and the best four statements will be given Rs 25,000 each.”

“We have also started TV shows where discussions will be held from September 30 with the officials, a NGO representative and a representative from Kanara Chamber of Commerce and Industry. On Sunday October 4 at 5 pm, we will have a public interaction at the Mini Soudha. We will come to know the people’s vision on October 4. We are currently in third place as far as citizens’ participation is concerned.”

“In the smart city concept, citizens’ participation is very much important. We have tried our best to reach out to every individual but people are not showing much interest.”

Consultant Dilip Kumar said that one of the main criteria for selection of smart city is people’s participation. “Press and media can play a vital role in reaching out to the people. We need to collect the feedback from the people and prepare a report based on it and send it to the government by December 15. A smart city uses digital technologies or information and communication technologies to enhance quality and performance of urban services, to reduce costs and resource consumption, and to engage more effectively and actively with its citizens. Sectors that have been developing smart city technology include government services, transport and traffic management, energy, health care, water and waste. Smart city applications are developed with the goal of improving the management of urban flows and allowing for real time responses to challenges. A smart city may therefore be more prepared to respond to challenges than one with a simple ‘transactional’ relationship with its citizens.”

Ramanath Rai said that the district administration’s aim is to bring our city in the list of first 20 cities. “An American agency will finalize the city based on the criteria. People think that Smart City means development of the roads, but it is not that type of a programme; it has a different angle. There is a committee that will finalize the cities. In the first phase, 20 cities will be made into smart cities and we need to be in the list of the first 20 cities. The state government and the central government will pay Rs 100 crore each year for 5 years for the development of the city. People’s participation is an important criteria and we need to fulfill it.”

  1. ““In the smart city concept, citizens’ participation is very much important” – Report quoting a top official.

No – it’s called participatory democracy!! These top officials and our elected representatives don’t know what are all the burning issues in Mangaluru urban area? It’s laughable to talk about ‘smart city technology’ when we don’t even have a basic model in place for urban management!! If these guys are really serious, haven’t they compiled data over a period of time to identify the pain points and bottlenecks in city management? What’s up with these ‘vision statements’ and prize money? We seem to prefer theatrics over real action. This is turning into another drama where we will have vision statement, dance, yatras and what not!! At the end, city will continue to look and feel like a remote corner in Sudan or Nigeria!! Meanwhile, officials and politicians will be cooking up colorful reports on the ‘progress’ made and………..!!

@ Pradhaana Sevaka – Please do not call this a ‘smart city’ project. It’s an insult to smart cities all over the world. There is no point in skipping steps in natural growth. These things make sense only after we establish a decent level of Urban infrastructure that is in par with other developed nations.

  2. VISION STATEMENT

If Mangalore is to become ” The Smart City ” one thing it should demonstrate, is that it will care for the liveability, workability and sustainability of all people, it will care for its environment and it’s larger bioregion. It’s activities should be ecologically sustainable rather than exploitative.

  3. Cities which already have 3 core values of LIVEABILITY, WORKABILITY and SUSTAINABILITY are potential cities to become Smart Cities when Digital technology is integrated into city systems. Mangalore already has this 3 core values in moderation.
All it needs is to frame policies that allows to scale up these 3 core values, as this city is expected for a rapid growth in the
    coming future.

Following are the Bench marks in achieving these 3 core values.

    LIVEABILITY :
    Clean city.
Healthy living conditions with minimum air, water pollution.
    Minimal traffic congestion.
City services conveniently available any time any where.

    WORKABILITY :
    Good transport connectivity.
    Good built environment.
Good data connectivity comparable to global standards.

    SUSTAINABILITY :
Provide services without damaging or stealing from future generations.

Through digital technology the city gathers data from various smart devices and sensors embedded into Power, Water, transportation grids, buildings and other assets. It shares that data via smart communication systems wired or wireless.
It uses smart software to create valuable information and digitally enhanced services.

Some of the enhanced services for example include emergency response centres, city security control centres, smart power grids, smart water grids, which provide citizens detailed information to help them to reduce their bills and smart transportation that uses the power of computers to optimise travel through out the City.

  4. Building smart cities will require close interaction between the government that represents the civil society, urban planners, project developers and technology service providers.

  5. We need to critically understand the Eco sensitiveness of Dakshina Kannada region while framing policies for Economic sustainability. On the industries front, we need to set up Eco-industrial parks that promotes manufacturing various green products to meet our country demands.

The purpose of an eco-industrial park is to connect a number of firms and industries to work together to decrease their environmental impact while simultaneously improving their economic performance. The components for building an
eco-industrial park include natural systems, more efficient use of energy, and more efficient material and water flows. Industrial parks should be built to fit into their natural settings in order to reduce environmental impacts, which can be accomplished through plant design, landscaping, and choice of materials. The landscaping of the buildings will include native trees, grasses, and flowers, and the landscaping design will also act as climate shelter for the facility.

  6. The Smart City proposal should highlight the core Social and Cultural identities of its people in Dhakshina Kannada
and also propose as to how these identities will continue to be retained even as we turn our cities Smart.

  7. Dear readers,

No city in India can be ‘smart’ if there is no awareness of civic sense first. It can’t be called ‘smart city’ if there is no liberty to talk, right to eat what they want.

The city is still rubbish if there is no0 “peace, tranquility and brotherhood”.

In no sense Mangalore can be ‘Smart city’,which is already maligned its name international media with ‘pub attack’ ,’Moral police’,’cow chasers’,’Assembly porn session’ and ‘public lynching’.

Unfortunately this is called intelligent peoples district which failed to elect competent leadership and curb the social menace.

    Jai Hind

    • “It can’t be called ‘smart city’ if there is no liberty to talk, right to eat what they want.”

Shaken Shake is uttering few golden words which is only applicable only in India.
How about applying the same rule Muslim countries, particularly Saudi and Pakistan?
There is no freedom of press in almost all Muslim countries and no freedom to eat any thing he wants. Can a Christian be able to buy pork in Saudi Arabia or Pakistan?

Shake thy name is “double standards”

Probably with the exception of Saudi, pork is available in almost every GCC country. Forget about alcohol. The POINT is dear Mangu, EVEN though both Pork and C2H5oH is banned in their religion, they do NOT impose restrictions on others!

Contrast that with the maha-jokers in India. EVEN possession of Beef is a non-bailable offence in Maharashtra! Just imagine this scenario:

My Mother-in-Law’s sister in Law packs some Beef for me as i travel by Vishal Travels or Jet Airways to Mumbai.

Some customs fellow (say – Gopinath Deshpande or GD) runs my ‘parcel’ back and forth under his scanner.

        GD: Yeh Kya hai Beh?

Me: Saar….. mera MIL ki SIL ne mereko thoda sa Khana baandhke diya tha. Dekha nahin. Sirf leke aaya.

        GD: Dekh saktha hoon?

Me: saar.. kyoun sirf dekne ka hai? thoda taste bi kar lijiye na?

        GD: Andhar aao…

GD tastes my MIL’s SIL’s package and says – “Arre… ye tho Beef hai. Kisne banayi?

Me: saar.. bol diya na.. mera MIL ki SIL ne… Lekin aapko ye kya hai kaise maloom hai?

GD: yaar.. kaao to Jaano. Baar baar….ye bahut TASTY hai. Sab khali kar doon kya?

Me: Haan ji… jee barke kaalijiye.

GD: Yaar.. this is FINGER LICKING GOOD. What and ALL they are talking about Kasargod Fried Chicken! But, kripya mereko aapko ARREST karna padega.

        Me: Ayyo! Kaiko, Gopinath Saheb?

GD: Bewakoof… don’t you know – The newly amended Act makes possession of beef a non-bailable offence, punishable with imprisonment which may extend to one year or with a fine up to Rs2,000?

Me: But saar… aap ne mera poora dabba katam kiya.

GD: Bewakoof…..act no. XYZ, 19xx…. I was talking SIRF of “possession”. Not about act no. ABC, 19yy on CONSUMPTION. They have to catch me with consumption naa….” Chalo chalo… Arthur Road Jail jayenge…..
