Mangaluru Urban Development Authority Lists Major Development Projects

Mangaluru: The Karnataka Government has introduced major changes to the land-conversion and layout approval process, authorising the Mangaluru Urban Development Authority (MUDA) to directly approve land conversion for properties falling within its approved Master Plan limits. The penalty for certain unauthorised land subdivisions has also been reduced from 15% to 1%.

Describing the move as a historic decision, MUDA Chairman Santhosh Kumar Shetty said the changes would save the public considerable time, effort and money.

Addressing a press conference at the MUDA office on Thursday, October 29, Shetty said the government had issued an order abolishing the requirement for property owners to obtain a separate land-conversion order from the Deputy Commissioner’s or Tahsildar’s office for land falling within MUDA’s approved Master Plan area.

Under the revised system, MUDA has been authorised to directly grant single-site or layout approvals based on the zoning classification assigned to the land under the Master Plan.

Earlier, applicants seeking to convert agricultural land had to first approach the Revenue Department and wait for the land-conversion order, a process that often took several months. Only after obtaining the order could they apply to MUDA for layout approval.

This two-stage procedure has now been done away with, Shetty said. The revised process will reduce the documentation required between the Revenue and Urban Development Departments and enable applicants to obtain layout approvals through a single-window system.

The government has also issued a new notification making the provisions under Regulation 29.6.2 of the Authority’s zoning regulations more citizen-friendly by relaxing several earlier conditions.

Under the revised provisions, the penalty imposed on unauthorisedly subdivided land registered before March 26, 2011, has been reduced from 15% to 1%. This is expected to provide substantial financial relief to property owners.

Shetty further said that, under the earlier legal provisions, unauthorised subdivision cases registered after March 26, 2021, were not eligible for approval. However, keeping public interest in mind and recognising the difficulties faced by economically weaker and middle-class families who had purchased such properties without being aware of the legal complications, the government has now permitted these cases to obtain formal layout approval by paying a fee of 1%.

The decision is expected to benefit thousands of properties that have remained without approval for years. It will also make it easier for owners to obtain legal recognition, access bank loans and secure property-related documents, he said.

MUDA Invites Applications for Remaining Sites in Kunjathbail Layout

MUDA is undertaking several development projects in Kunjathbail, Chelyar and other areas, including residential layouts, lake restoration, park development and road improvements.
